By-Laws
SUBJECT: DUTIES OF THE PRESIDENT OF THE BOARD OF EDUCATION
The President will preside at all meetings of the Board and will perform
other duties as prescribed by laws and regulations. No individual shall serve
more than two consecutive years as President. In carrying out these
responsibilities, the President will:
Sign the instruments, acts, and orders necessary to carry out New York
State requirements and the will of the Board.
Consult with the Superintendent in planning the Board’s agendas.
Confer with the Superintendent on crucial matters that may occur
between Board meetings.
Appoint members of committees of the Board and serve as an ex-officio
member of all such committees.
Call special meetings of the Board as necessary.
Be the official spokesperson for the Board.
Be responsible for the orderly conduct of all Board meetings.
As presiding officer at all meeting of the Board, the President will:
Call the meeting to order at the appointed time.
Announce the business to come before the Board in its proper order.
Enforce the Board’s policies relating to the order of business and the
conduct of meetings.
During the "public comment" portion of the meeting, recognize persons
who wish to speak, protect the speaker who has the floor from disturbance
or interference, and limit the length of time such persons may address the
Board.
Explain the effect a motion would have if it is not clear to members.
Restrict discussion to the question when a motion is before the Board.
Put motions to a vote, stating definitely and clearly the vote and
result thereof.
Answer parliamentary inquiries, referring questions of legality to the
Board attorney.
The President will have the right, as other Board members have, to offer
resolutions, discuss questions, and to vote.
