SUBJECT: POLICY

Formulation, Adoption, Amendment of Policies

The Board’s leadership in the operation of the School System is exercised through the development and adoption of sound policy. The Board of Education recognizes that through the adoption of written policies it exercises its leadership and sets direction for the School District. Adoption of new and amended policies or repeal of existing policies is solely the responsibility of the Board. It delegates to the Superintendent of Schools the responsibility and authority to establish any and all rules, regulations, and/or procedures necessary to implement and maintain its policies. The Board reserves the right to review any regulations.

The Policy Review Committee is appointed by the Superintendent to develop, review and revise policies for recommendation to the Board of Education. At least one member of this committee shall be a Board member. Since policies often affect the students, staff members, and/or residents of the District, the Committee will seek input from appropriate groups or their representatives. Proposed new or revised policies will be presented to the Board as a discussion item for first reading and as an action item at the next scheduled business meeting. In an emergency or as required by law, a policy may be presented and action taken at the same Board meeting. Policies will be adopted, amended, or repealed upon the affirmative vote of a quorum of the Board.

Policy Dissemination

The Superintendent shall be responsible for maintaining a sufficient number of copies of the policy manual to ensure that, to the extent possible, all employees and residents of the District will have access to current policies and regulations.

Copies of the policy manual shall be supplied to each member of the Board, to the school attorney, to the president of each bargaining group, to such members of the administrative staff as the Superintendent shall determine, and to each library. All manuals distributed to anyone will remain the property of the Board and will be considered as "on loan" to anyone or any organization in whose possession they might be at any time. They are subject to recall at any time for updating.

The Board’s policy manual will be considered a public record and will be open for inspection at the District’s offices.

Policy Manual Annual Update

The Superintendent shall require the return of all policy manuals, at least annually, for inspection to ensure that each copy of the policy manual has been properly updated and accurately reflects the District’s current policies and regulations.

Suspension of Policies

Any policy of the Board may be suspended by a majority vote of the full Board, if the proposed suspension has been described in the written agenda of the Board meeting or by a two-thirds vote of the full Board when no written description is included on the agenda. No policy of the Board shall be suspended except as provided in this policy.
