CAPITAL PUNISHMENT HAS BEEN UNDER   INCREASED SCRUTINY.  EFFORTS TO     ABOLISH OR IMPOSE A MORATORIUM ON THE DEATH PENALTY ARE MULTIPLYING. 

    In the United States new ballot initiatives are    making an appearance.  Several states have called for studies of the fairness and justice of the death penalty.  The New York state legislature is reconsidering its position on capital punishment. 

     There is also a powerful grassroots movement underway in Japan to alter the official government position  on the death penalty. 

     Your group, motivated by various political and social reasons, has chosen to participate in a hearing held at the New York State legislature. Your group has a responsibility to act as a voice concerning capital punishment for your community's  position, and to be thoroughly versed in current trends in Japan, both pro and con, on the issue of capital punishment  to lend power to your argument. 

     Your assignment is to assess both internal pro and anti death penalty positions of both nations a well as the Japanese perspective on American policies within the confines of the "ROLE PLAY" group to which you are assigned.
      YOU MUST:
** Create a 5 page written presentation that explores both sides of the issue. Included in your proposal should be persuasive arguments, relevant statistical analysis and governmental policies of both nations and/or expert testimonies.  Also include within the 5 pages an analysis of the benefits and possible consequences of your proposal.


** Participate in a hearing and present the Governor (you teacher) the written report, both of which include a recommendation that explains your group's position on this topic.
