Why do the oldest touch screen computers take so long to turn on? They are otherwise though, it’s just turning them on that’s slow.

A.  Most likely the delay is Windows building a “user profile” on that machine.  The first time a user logs into a computer Windows creates a profile which takes several seconds to a couple minutes.  To avoid this users should try to use the same computer when available.
