Federal guidance was released that effective January 15, 2022, COVID 19-Testing under the Affordable Care Act Implementation, Part 51, Families First Coronavirus Response Act and Coronavirus Aid, Relief,  and Economic Security Act implementation,  has extended coverage to now cover the cost of At-Home over-the-counter (OTC) Covid-19 tests.  If you are enrolled in the District’s Prescription Drug coverage through Express Scripts, (ESI) you are eligible for this benefit.

We have received confirmation from ESI that our implementation for this benefit is now complete in their system.  Thank you for your patience as we awaited their completion.

There are three easy ways to get FREE over-the-counter, At-Home COVID-19 tests with no out-of-pocket expense:

  1. Government supplied tests via USPS home delivery: Every home in the U.S. is eligible to order 4 free at-⁠home COVID-⁠19 tests. The tests are completely free. Orders will usually ship in 7-12 days.  https://special.usps.com/testkits
  2. Express Scripts Mail order pharmacy– tests delivered directly to your home. Members can order tests through Express Scripts® Pharmacy without any upfront costs. Members can login to their Express Scripts online account through the member portal, login at: https://www.express-scripts.com/
  3. Pick-up at your local Express Scripts network pharmacy:Members can visit the same pharmacy where they get their prescriptions filled – or any in-network pharmacy:
  • Call your local retail pharmacy to see if they have at-home COVID-19 tests available
  • Bring your Express Scripts ID card with you to the retail pharmacy in your network
  • Bring the COVID-19 test to the pharmacy counter not the regular checkout lane
  • Check out at the pharmacy counter and show your ID card.  Your at- home COVID test should automatically ring up at no cost to you
  • To find a retail pharmacy in your network visit express-scripts.comand click Find a Pharmacy.

If you purchased at-home tests kits since January 15, 2022, you can submit for reimbursement of up to $12 per test online at express-scripts.com/covid-19/resource-center or you can manually submit a claim form.   The At-Home Covid-19 test kits are NOT available or reimbursable through the CDPHP medical plan.

  • If you have paid out of pocket for at-home tests purchased on or after Jan. 15, 2022, click the link to submit a Manual Reimbursement Claim.  Reimbursement is capped at $12 per test (or $24 per 2-pack).
